Added PAYBACK_REFUSED status to Advance API

The status of an Advance can now be PAYBACK_REFUSED. This indicates the employee refused to pay back an Advance, and Branch absorbed the cost with no recourse. The employee's balance maintains the debt, and the employee is blocked from using Advances until the status is resolved.
