Added Worker Advance Eligibility API Endpoints

New V2 Advances endpoints are available. Update a Worker's Advance Eligibility to specify their ability to request an Advance from the Organization. This can be useful for temporary deactivation during an offseason, when a worker is expected to return in the future. Get a Worker's Advance Eligibility to check their ability to request an Advance from the Organization.
